A Respectful Rebuttal to Representative Greene’s Statement on Planned Parenthood

“Planned Parenthood is an abortion giant that harvests organs from babies and uses nearly all of its resources to kill babies, not provide real healthcare. Despite receiving billions in taxpayer dollars, they offer almost no prenatal care, push late-term abortions, and even supply aborted babies for grotesque experiments. As a Christian, I believe every life is a gift from God, and I believe it’s time Congress holds them accountable and stops the flow of federal funds to this evil and barbaric organization,” said Subcommittee Chairwoman Greene. Representative Marjorie Taylor Greene recently characterized Planned Parenthood as an organization that “harvests organs from babies,” “uses nearly all of its resources to kill babies,” and “offers almost no prenatal care,” among other serious accusations. While it is both fair and necessary to debate public health funding, these claims warrant close scrutiny. They do not reflect the full scope of factual evidence regarding Planned Parenthood’s services, funding, or ethical practices.

Planned Parenthood is Not an “Abortion Giant” in Practice or Proportion

While Planned Parenthood is indeed one of the nation’s most prominent providers of reproductive healthcare, it is a misconception that it focuses primarily on abortion. According to its 2021–2022 Annual Report, abortion services comprised only 3% of the total services provided (Planned Parenthood Federation of America [PPFA], 2023). The majority of services included STI testing and treatment (41%), contraceptive services (27%), cancer screenings (4%), and other preventive care (PPFA, 2023).

This breakdown directly refutes the assertion that the organization “uses nearly all of its resources to kill babies.” The overwhelming majority of its budget, staff time, and clinic resources are devoted to preventive care, sexual health education, and services that reduce unintended pregnancies—factors that decrease abortion rates over time (Frost et al., 2012).

Federal Funds Do Not Pay for Abortions

The Hyde Amendment, first passed in 1976 and reaffirmed in subsequent appropriations bills, prohibits the use of federal funds for abortion services except in cases of rape, incest, or to save the life of the mother (KFF, 2021). Planned Parenthood, like other healthcare providers, segregates federal funds from abortion-related services to remain in compliance with federal law. The claim that “they receive billions in taxpayer dollars” to fund abortions is factually incorrect and misrepresents the structure of federal healthcare funding.

The False Narrative of Organ Harvesting and Experiments

One of the most inflammatory claims in Representative Greene’s statement is the assertion that Planned Parenthood “harvests organs from babies” and provides fetal tissue for “grotesque experiments.” This narrative originates from a highly edited and misleading video series released in 2015 by the Center for Medical Progress, an anti-abortion activist group. Multiple state investigations, including in Texas and Missouri, found no evidence of wrongdoing by Planned Parenthood clinics (Office of the Texas Attorney General, 2016; Missouri Attorney General’s Office, 2016).

Furthermore, fetal tissue research is a legal and regulated practice in the United States. It has contributed to medical breakthroughs including vaccines for polio, rubella, and shingles (Lo & Parham, 2009). Donation of fetal tissue for research is voluntary and can only occur with the informed consent of the patient, as outlined by federal guidelines under the National Institutes of Health (NIH) and Health and Human Services (HHS).

Prenatal Care and Broader Healthcare Services

Planned Parenthood does provide prenatal care, though the availability varies by location depending on local needs and licensing requirements. The assertion that the organization “offers almost no prenatal care” ignores data showing that thousands of patients receive prenatal support, infertility services, miscarriage management, and referrals to obstetric care annually (PPFA, 2023). While it is not a primary provider of full obstetrics in all locations, to suggest it offers “almost none” is a sweeping generalization that dismisses real services received by patients.

Additionally, many Planned Parenthood centers are a primary source of preventive and sexual health care for low-income women, people of color, and rural populations who often have limited access to other providers (Cohen, 2009). In some counties, they are the only publicly funded contraceptive provider (Hasstedt, 2017).

Late-Term Abortions Are Rare and Compassion-Driven

Contrary to the claim that Planned Parenthood “pushes late-term abortions,” the vast majority of abortions in the United States occur before 13 weeks’ gestation. Only 1.3% are performed at or after 21 weeks, and such cases typically involve serious fetal anomalies or threats to the mother’s health (Centers for Disease Control and Prevention [CDC], 2022). Planned Parenthood does not “push” late-term abortions, but rather provides access to medically necessary procedures based on patient need, medical ethics, and legal parameters.

Moral Framing and Public Responsibility

It is appropriate and constitutionally protected for Representative Greene to express her personal views as a Christian and elected official. However, the imposition of religious belief as a rationale for federal policy requires great care in a pluralistic society. The Establishment Clause of the First Amendment bars the government from endorsing or establishing religion in law. Public policy should be grounded in evidence-based health outcomes, patient autonomy, and medical ethics, not solely in theological interpretation.

Framing Planned Parenthood as “evil and barbaric” not only demonizes a legal and regulated healthcare provider but also incites public hostility toward clinicians, staff, and patients, increasing the risk of violence. Indeed, anti-abortion extremism has led to numerous attacks on clinics and murders of providers such as Dr. George Tiller, who was shot in 2009 inside his church (National Abortion Federation, 2016).

Wrapping It Up!

Disagreements over abortion policy are expected in a democratic society, but the framing of Planned Parenthood as an organization that exists to “kill babies” and harvest organs is both factually inaccurate and dangerously inflammatory. Planned Parenthood delivers a wide range of essential health services to over 2.1 million people each year, including cancer screenings, STI treatment, contraception, and sexual health education (PPFA, 2023). Its role in reducing unintended pregnancies, especially among low-income populations, is well-documented.

Congressional discourse should be rooted in truth, evidence, and compassion, not mischaracterizations that vilify healthcare providers and jeopardize public trust in the medical system.
